This report presents the final results of a shared research work carried out by AINEVA and the Hydraulic and engineering department of Università degli Studi of Pavia.
Collaboration between the two bodies dates back to early 2000, when AINEVA was dealing with the problem of urban planning in the areas exposed to avalanche danger in the Italian Alps.
Two documents: “Guidelines for management of avalanche danger in territorial planning” and “Criteria for perimetration and use of areas subject to avalanche risk”, were the first important results of research. These documents are presented in Part 1 of the volume.
In addition to these two regulatory documents, which established the lines to follow in the different steps and scales of urban and territorial planning, the “Methodological guidelines for perimetration of avalanche prone areas” were also drawn up to analyse all technical-engineering aspects linked with the drawing up of the “Plans of avalanche prone areas” (P.Z.E.V.). Concerning these aspects, Part 2 of the book defines and shortly describes the different research activities contributing to the drawing up P.Z.E.V plans, while Part 3 provides detailed methodological guidelines for carrying out such research work.
The illustrated criteria represent a proposed methodology AINEVA indicates as a possible benchmark for handling urban planning issues in the areas subject to avalanches. The different documents presented should be therefore interpreted as a first attempt to outline a methodological and regulatory framework for administrators and technicians operating in this field. The contents of document can be therefore modified, integrated and developed based on new, and hoped for, scientific contributions and the regulatory and administrative frameworks where the criteria and methodologies proposed can be implemented.
